I'd build both out eventually and use them together. But, the aoe decrease defense is huge and hits hard (Hurndig), where as Rae needs setup. I have a Kymar, so I don't use Rae in arena as much too (Kymar plus Hurndig is usually my go to), but if I didn't Rae's utility in arena can surpass Hurndig's if you don't have a buff stripper (the added freeze is awesome too, plus it hits hard). She's my campaign farmer (7-9 seconds), arena specific, and I use her in DT a bit. I use Hurndig everywhere, whereas Rae has fallen out of use for in a lot of content. I personally like Hurndig more and felt the books were far more useful on him (have them both booked tho). Rae's A2 has the potential to nuke harder than Hurndig. They're both hard to max as pure nukers because they also need accuracy to get their full potential out.
